In 2021-2022, Eunomia undertook research for the Department for Energy Security and Net Zero (DESNZ) to compile a comprehensive database on the cost of various domestic and commercial heating systems in the UK. This research aimed to provide up-to-date cost estimates across a range of technologies to support policy-making and planning for the transition to low-carbon heating.

With buildings accounting for around one-quarter of the UK’s emissions, decarbonising heat is critical for reaching net zero targets. Shifting from fossil fuel heating to low-carbon alternatives like heat pumps will require detailed analysis of the costs involved – from the upfront capital expenditure to installation, maintenance and ancillary components. This research provides vital data to understand costs across the heating market.

The database covers over 15 domestic and commercial technologies including heat pumps, boilers, direct electric heating and more. Costs are broken down into appliance capex, labour, ancillaries like radiators and pipework, and factors like installation in new build or retrofit contexts. Both domestic and commercial premises of varying sizes are addressed.

This research represents the most comprehensive public data source on heating costs available for the UK market today.
