We have appointed industry expert Gavin Bailey to lead our new service area – Sustainable Future Transport.
Gavin joins us after managing the business development for the Transportation, Sustainability and Operations group at TRL. He is a specialist in the development of environmentally and economically sustainable freight, fleet and supply chain systems, and has worked with both local authorities and government agencies improving the sustainability of transport within their jurisdictions. Gavin also has an in-depth understanding of the electric vehicle (EV) and sustainable transport modes.
Based in our London office, Gavin’s new transport team will work closely with our policy team, which has a global reputation for its work on the development of both policy and strategy, working for high profile private companies and NGOs as well as many national governments.

Gavin holds an Engineering Doctorate from Southampton University. His thesis and post-doctoral research focused on transportation and the environment, and saw him work closely with Great Ormond Street Hospital and Transport for London to develop their delivering and servicing operations in line with carbon reduction targets. Gavin played a key role in developing the hospital’s London 2012 Olympic Games Supply Chain Contingency Plan to ensure operations were kept running smoothly for the duration of the events. He was also responsible for Southampton City Council’s Delivery and Servicing Plan (DSP) project, where he coordinated 25 DSPs across the private and public sectors, resulting in 300 fewer vehicles travelling to the University Hospital Southampton NHS Trust, producing savings of several hundreds of thousands of pounds.
As part of his role at TRL, Gavin directed a series of research projects into the future of transportation, focusing on communications infrastructure for connected and autonomous vehicles, the future of the freight industry, and understanding the feasibility of Hyperloop, the high-speed magnetically levitated tube-based transport system. These projects led to the development of the first Future of Freight symposium in November 2018.Gavin has also directed a number of projects investigating the feasibility of electrifying urban freight fleet vehicles across London, working with both local authorities and public bodies. Gavin has worked with the Department for Transport, Highways England, Innovate UK, BAE Systems and Transport for London, among others.
