Designing an Auction to Install Energy Efficiency Measures in Small and Medium-Sized Enterprises

To support the delivery of achieving net zero, the UK Government is exploring a range of
policies to improve energy efficiency (EE) across businesses, including possible options
for supporting small and medium-sized enterprises (SMEs) with improving their energy efficiency.

The Department for Business, Energy, and Industrial Strategy (BEIS) commissioned Eunomia Research & Consulting Ltd (Eunomia) to provide evidence on options for the design and delivery of an EE auction that accelerates the uptake of EE measures in SMEs.

SMEs account for over 99% of the businesses in the UK, and just over 50% of business energy use; nearly half of this consumption could be reduced by the implementation of EE measures.
