The challenge
As the European Union accelerates its transition towards a circular economy, textiles and fashion brands are facing an increasingly complex regulatory environment, and the industry faces growing scrutiny. From carbon emissions and resource consumption to textile waste and supply chain transparency, policymakers across Europe are introducing measures to address the sector’s most significant sustainability challenges.
At the heart of this shift is the EU Strategy for Sustainable and Circular Textiles, which supports the ambitions of the European Green Deal and Circular Economy Action Plan. Together with wider circular economy measures, the strategy has led to a significant programme of legislation designed to improve product durability, increase transparency, strengthen producer responsibility and reduce waste throughout the textile value chain. Key measures include the Ecodesign for Sustainable Products Regulation (ESPR), the introduction of Digital Product Passports (DPPs), new extended producer responsibility (EPR) requirements for textiles, and wider obligations relating to corporate sustainability reporting and packaging.
For global brands operating across multiple jurisdictions, understanding how these policies interact and what they mean in practice can be challenging. This requires the ability to anticipate regulatory change, assess the potential operational, financial and compliance implications and identify opportunities to strengthen and align sustainability strategy while managing emerging regulatory risks.
Our solution
Eunomia delivered targeted training for senior management teams, providing clear and practical guidance on the rapidly evolving policy environment.
The programme was built on Eunomia’s extensive experience of advising the European Commission and other public and private sector organisations on circular economy policy. It also drew on our deep understanding of sustainable textiles systems, including fibre production, supply chains, product design, recycling technologies and end-of-life management.
Delivered through two interactive workshops, the training provided a clear overview of how EU policy develops, from high-level strategies through to detailed legislative requirements. Participants were guided through the key regulations expected to shape the future of the textiles sector, including the ESPR, DPP, EPR, sustainability information requirements, corporate reporting obligations, obligations under the Packaging and Packaging Waste Regulation (PPWR), and measures relating to textile waste management and separate collection.
Rather than simply explaining the legislation, Eunomia translated complex policy developments into business-relevant insights. For each policy area, we assessed the likely implications for the clients operations, helping participants understand where regulatory requirements could create financial, administrative, reporting, supply chain and reputational impacts. This included consideration of future obligations relating to product design, product data, producer responsibility and end-of-life management. This enabled the business to focus attention on the areas most likely to require action as legislation comes into force.
The outcome
The training provide the clients leadership teams a clearer understanding of the regulatory changes transforming the European textiles market and what those changes mean for the business.
By connecting policy developments to commercial realities, Eunomia helped the organisation identify priority areas for preparation and build confidence in its future decision-making. At a time when much of the fashion industry is working to understand and respond to complex new regulations, the client gained practical insight into how policy developments could affect the wider value chain and where opportunities exist to strengthen its market position.
