About PPWR
As of 12 August 2026, the Packaging and Packaging Waste Regulation (PPWR) is officially in effect across all EU member states.
While businesses are now responsible for PPWR’s initial obligations, many of the most significant changes are still ahead.
PPWR is being introduced through a phased roadmap that becomes increasingly ambitious over time, with additional implementation milestones arriving throughout 2028, 2030 and beyond.
The biggest changes arrive in 2030, when packaging minimisation requirements, recyclability criteria, recycled content targets, and restrictions on certain packaging formats will take effect. Requirements will continue to tighten through 2035 and 2040, featuring higher recyclability standards and increased recycled content targets.
The challenge now is understanding whether your compliance processes and packaging portfolios are equipped to meet upcoming demands.
