Eunomia and our collaborators COWI, Milieu, Fraunhofer and Navigant were commissioned by DG Environment to produce a report to identify product groups which have a high potential for circularity and the extent to which existing EU policies and legal instruments address this.
The purpose of this study is to support the Commission to examine options and actions for a more coherent Product Policy Framework, bringing together different strands of EU product policy in their contribution to the circular economy.
The study objectives were to:
- Review the policy landscape in a holistic way, identify hot spots by product groups, gaps in the policy framework, and the remaining potential;
- Identify the most impactful way to fill those key policy gaps in terms of proposed EU policy options (in part through modelling of proposed objectives); and
- Sense check the assumptions and proposed interventions through an open public consultation (OPC) and stakeholder workshops.
