This guidance document accompanies a model, commissioned by the Greater London Authority (GLA), which compares London boroughs’ performance against greenhouse gas performance targets.

The Ready Reckoner model is a greenhouse gas (GHG) calculator. The tool measures the performance of London boroughs’ against the Emissions Performance Standard (EPS) and carbon intensity floor (CIF) targets.

This document set out the relative impact of different kinds of service changes on carbon emissions from waste management activities. It also outlines how EPS performance is calculated, and how to use the Ready Reckoner tool to set up baseline performance and model potential scenarios and their impact on greenhouse gas emissions.

The EPS performance methodology calculates the carbon intensity of different waste management methods in kilograms of carbon dioxide emitted per tonne of waste managed. This document provides updates to the initial methodology, which was published in 2011.
