Emma is an expert in improving public sector waste collection and treatment services through waste strategies, collection options, service procurement and service delivery reviews.

About Emma

Emma has a unique mix of operational and consultancy experience and has led some of Eunomia’s most complex local authority advisory projects. She has supported the establishment and mobilisation of several Local Authority Trading Companies (LATCos), using her experience to consistently deliver well-managed and highly successful service transitions. She is passionate about helping public services deliver value to the residents for whom they work.

Emma has also successfully launched multiple service changes, including food waste collections; restricted and reduced frequency residual waste services; container rollouts; and fully separated, previously commingled recycling collections. She used her knowledge of service procurement and management to design our market-leading approach to service delivery options appraisal. This included developing a financial tool that bridges the gap between her clients’ requirements for strategic financial outputs and detailed business planning information.

Alongside her work in commercial negotiation, Emma led the operational design of the highly successful Podback local authority kerbside collection scheme (the first voluntary EPR scheme in the UK). Her understanding of what a client needs and how to build a service that delivers it makes her one of our most in-demand consultants.
