The EU’s Packaging and Packaging Waste Regulation (PPWR), which came into force February 2025, is a new law aimed at improving the circularity of packaging and reducing packaging waste.
It establishes binding requirements for packaging recyclability and minimisation, minimum recycled content, reuse targets and harmonised labelling, supported by stricter reporting and enforcement mechanisms across European Member States.
Our whitepaper for business enterprise software provider SAP lays out key information about the PPWR’s requirements for businesses, including upcoming changes to be aware of from 2025 to 2040, and who these are most relevant to.
The report outlines the main themes of the PPWR and offers guidance on the types of data required. It includes detailed sections on the following topics:
- Recyclability assessments for Design for Recyclability and Recyclability at Scale performance measures
- Recycled content
- Reuse and refill
- Packaging minimisation
- Empty space ratio
- Substances of concern and other restrictions
- Extended Producer Responsibility (EPR)
- Labelling
- Conformity assessment
The report builds on our previous work on behalf of the European Commission in 2023 which included the impact assessment that underpinned PPWR.
