This study commissioned by environmental charity Fidra explores potential options for reducing emissions of pre-production plastics; and makes recommendations as to which options should be adopted, and who should take the lead on their implementation.
Current efforts to reduce emissions of pre-production plastics are led by industry bodies and NGOs. However only a small number of companies have signed up to the industry led voluntary scheme, called Operation Clean Sweep. The potential to reach every company is complicated by the large number of small operators that are not members of industry bodies and thus potentially less likely to be influenced through these channels.
Through analysing the plastics supply chain, the structure of the industry, and potential sources of emissions, this study assesses the potential for enhanced voluntary measures and regulatory intervention. The study makes four key recommendations for government and industry to consider.
